Fêlê-lata Bî

Fêlê-lata Bî (/ˈʤɪhe/ /ˈlata/ [opposite] [wizard; witch; prophet]) is a temperate Large Town located in the G̈îvrêhêsi Zone of the Union of Engineers.

The name Fêlê-lata Bî is derived from the Iron Elvish language, as Fêlê-lata Bî was founded by Vúch Mp̪f̄shv 'Hot Nikki' Mé̄ Yoúr Séchvé̄ Èlkê, who was culturaly Iron Elven.

Climate

Fêlê-lata Bî has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 23°C (73°F). Fêlê-lata Bî receives an average of 271 cm/y (106 in/y) of precipitation, most of which comes in the form of rain during the summer. Fêlê-lata Bî covers an area of nearly 6 km² (2 mi²), and an average elevation of 2318 m (7604 ft) above sea level.

Overview

Fêlê-lata Bî was founded durring the late 14th century in summer of the year 1282, by Vúch Mp̪f̄shv 'Hot Nikki' Mé̄ Yoúr Séchvé̄ Èlkê. The establishment of Fêlê-lata Bî was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Vúch Mp̪f̄shv 'Hot Nikki' Mé̄ Yoúr Séchvé̄ Èlkê struck deals with nearby nations and communities to establish Fêlê-lata Bî as a prison colony.

Fêlê-lata Bî was built using the conventions of Iron Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Fêlê-lata Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Fêlê-lata Bî is is constructed arround a series of broad gravel mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. The timber-based walls have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

Something in your gut tells you that you may be unwelcome in Fêlê-lata Bî. The town seems like it’s not showing you the side of itself it would show to others. People mostly ignore your questions. Many folks ask you to leave their establishments, even before you’ve walked inside them.

Civic Infrastructure

Fêlê-lata Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Fêlê-lata Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Fêlê-lata Bî's parks.

Fêlê-lata Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Fêlê-lata Bî's public wards, blessings, and other arcane systems.

Fêlê-lata Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Fêlê-lata Bî's natural decorations nor waterways.

Fêlê-lata Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Fêlê-lata Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Fêlê-lata Bî's garrison was built using a different architectural style from the rest of the town. The style used is known primarily for its use of abstraction and simplicity. Clean lines, right angles, and primary colors characterized this aesthetic and art movement expressed via architecture and paintings. Its design ethos allows only primary colors and non-colors, only squares and rectangles, only straight and horizontal or vertical lines. Vertical and horizontal lines are positioned in layers or planes that do not intersect, thereby allowing each element to exist independently and unobstructed by other elements. These seemingly impossible principals for an architectural style coalesces into structures which most experts find hard to put into words. It is not that their geometry is impossible, but rather the style's attempt at producing works only describable visually was most successful..

In Fêlê-lata Bî there are unidentifiable people in the fog, but it seems to be okay.

Fêlê-lata Bî's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves embarking on a group pilgrimage to channel Augury energies of tier 3 via throat singing.
